Declan Donnelly

Director

  • Declan Donnelly is a highly qualified and experienced director with 14 years of extensive experience in the construction industry. Throughout his career, Declan has worked across Europe, cultivating a deep understanding of labour compliance and the unique in-country requirements for each market in which DECO operates. His comprehensive knowledge enables the company to navigate complex regulations, ensuring that projects meet local standards and practices effectively.

    Declan holds a Bachelor of Science (Hons) in Business Management equipping him with a solid foundation in strategic planning and operational management. His academic background, combined with practical experience, allows him to approach challenges with a keen analytical mindset and innovative solutions.

    As a Director, Declan is dedicated to fostering a collaborative work environment, prioritising strong relationships with clients, stakeholders, and team members. Darran Monaghan

Managing Director

  • Darran Monaghan is a seasoned professional in the construction industry with over 23 years of diverse experience. Starting his career as an apprentice, Darran has developed a profound understanding of the industry from the ground up. His hands-on approach and commitment to excellence allowed him to work through every level of various companies, gaining invaluable insights that have shaped his leadership style today.

    Darran holds a Bachelor's degree with Honours in Construction Management, an MSc in Quantity Surveying, and an LLM in Construction and Contract Law. This strong academic foundation, combined with his extensive practical experience, enables him to navigate complex projects and challenges with confidence and precision. He possesses a keen eye for detail and a deep understanding of industry regulations and best practices, ensuring that DECO remains at the forefront of quality and compliance.

    As Managing Director at DECO, Darran is dedicated to fostering a culture of collaboration, innovation, and sustainability. Lorraine Kenny

Financial Controller

  • Lorraine Kenny brings over 20 years of experience in the finance sector, making her a vital asset to our organization. With an extensive background in financial services, Lorraine has gained an unparalleled understanding of the requirements crucial for successfully managing a business. Her expertise spans a wide array of financial functions, including budgeting, forecasting, financial reporting, and strategic planning, allowing her to navigate the complexities of financial management with confidence and precision.

    Her strong educational foundation, which includes a Bachelor of Business Studies, specialising in Finance with Honours, complements her professional qualification as a Fellow Chartered Accountant. These credentials attest to her rigorous training and adherence to the highest standards of financial integrity. Lorraine's proficiency extends beyond her home market; her in-depth knowledge of tax compliance regulations across the various countries we operate in ensures that our financial practices meet local legislative requirements while optimizing tax efficiencies.

Jamie Woolhead

General Manager

  • Jamie leads DECO's day-to-day operations across Ireland, mainland Europe, and the Nordics, with a focus on commercial discipline, project controls, and the operational structure needed to support the company's growth.

    He brings nineteen years in construction, the last seven focused on data centre delivery and commercial management. He started on the tools as an apprentice electrician before moving through materials, procurement, and cost management roles with Tier 1 M&E contractors in Ireland and mainland Europe, including an extended posting in the Netherlands on a large data centre programme.

    Jamie joined DECO in May 2024 and was appointed General Manager in August 2025. He also holds an Executive Council seat at Digital Infrastructure Ireland.

    He holds a bachelor’s degree in business from University College Dublin and a diploma from the Institute of Commercial Management.

Jonathan Wallace

Operations Manager

  • Jonathan Wallace is a dedicated Operations Manager at DECO, bringing valuable experience and a hands-on leadership style to his role. Throughout his career with DECO Engineering, Jonathan has held various positions that have shaped his comprehensive understanding of project coordination and client engagement. His growth within the company is a reflection of DECO’s support and his own commitment to excellence.

    Jonathan plays a key role in maintaining high performance across projects by working closely with site supervisors and client representatives. Typically based on-site, he ensures that operational goals are met while fostering a collaborative team environment. His presence on the ground allows him to gain real-time insight into project progress and contribute directly to delivering results that align with client expectations.

    One of the most rewarding aspects of Jonathan’s role is the opportunity to bring together teams from various backgrounds and build a strong, unified working culture. He believes in creating a positive and productive environment that encourages teamwork and supports shared success.

Maurice Mortell

Non-Executive Director

  • Maurice Mortell brings over 25 years of experience in the data centre and digital infrastructure sector, both in Ireland and internationally. His expertise spans strategy, organisational structure, people development, market expansion, and sustainability.

    Throughout his career, Maurice has held several senior leadership roles, including CEO of Data Electronics Group, VP of Emerging Markets at Telecity Group, and Country Manager for Ireland and EMEA Sustainability Lead at Equinix. He currently serves as Co-Chair of the Digital Infrastructure Ireland Advisory Board.

    Maurice has also played a central role in the acquisition and sale of multiple businesses, with a strong track record of delivering value for stakeholders while supporting long-term business evolution.
